Pastor Charlatta teaches powerfully, and walks in her anointing with grace, humility, and strength. They are the parents of 4 beautiful children: Valerie, Heaven, Braylee, and William Jr.

Colleen Bennett-Houston
Co-founder
Pastor Colleen is the Co-founder of City of Refuge Ministries. She co-founded City of Refuge with her late husband Pastor Andrew Bennett Sr. in 1976. Pastor Colleen is a dynamic trailblazer and preacher in her own right. She currently serves within the broader community as our Outreach Pastor.

Pastors Johnnie and Rachel Jones are faithful members of City of Refuge Ministries. They have been attending City of Refuge Ministries for over 30 years, combined. They serve as the Associate Overseers of City of Refuge Ministries, helping our Senior Pastors and Co-founder lead City of Refuge Ministries.
